The first recipient of a fellowship from Mary Kay Harper Center for Suburban Studies, John Spiers presents the complex and convoluted history of the ICC from the original proposal by National Capital Park and Planning Commission to the final approval that led to the construction of the highway. Provides a brief history of African Americans in the county, both enslaved and free, the impact of the Civil War upon them, and the contributions they made to the war.
